The new regulations of the General Tourism Law (Law No. 14.978/2024) establish important changes for hotels, inns, and lodging facilities across the country. The rules come into force starting December 15, 2025, and bring updates regarding daily rates, schedules, cleaning, and digital guest registration.

1. 24-hour Daily Rate

• The daily rate now corresponds to a full 24 hours.

• Within this period, up to 3 hours may be used for room arrangement and sanitization.

• These cleaning hours are already included in the daily rate value and cannot be charged separately.

2. More flexible check-in and check-out times

• Hotels may freely define entry and exit times, provided they inform guests and partners of this clearly and in advance.

• Early check-in or late check-out may incur additional charges, provided this condition is informed beforehand.

3. Maximum time limit for sanitization between stays

• The maximum time between one occupancy and another is 3 hours.

• Cleaning must include changing bed linens and towels and cannot generate additional costs for the guest.

• The guest may choose to decline the room cleaning, provided this does not compromise the sanitary safety of the environment.

4. Digital National Guest Registration Form (FNRH)

• Replaces paper forms with a unified digital system.

• Allows for online pre-check-in via QR Code or link, speeding up arrival at the hotel.

• Data will be integrated into a national system and treated in accordance with the General Data Protection Law (LGPD).

5. Entry into force

• The new rules come into force approximately 90 days after the publication of the official ordinance.

• According to the current forecast, effectiveness begins on December 15, 2025.

6. Other complementary measures

• Fungetur (General Tourism Fund) now requires that financed projects comply with the Inclusion Law and accessibility standards.

• The General Tourism Law modernizes regulations for digital lodging platforms (such as seasonal rentals).

• NR-1 (Regulatory Norm 1) has been updated, requiring safety policies and risk management in hotel work environments.
